Have you got a source for this it seems to be a bit harsh

about the old games u bought before 18 novamber the new rules doesn't affect it but if u buy new game it will be only for 2 devices
about the pass code I am not 100% sure of it for now but that I think this is how it works because of people who buys used games.
if u have a friend he could buy from u the used game then u give him ur account to activate the online, like this u would be able to play online with used game which is some thing sony don't wanna it to happen thats why I think u can't play online until u buy a new psn pass code ,u can contact the customer support.
That 1st part of your answer is sort irrelevant to the question at hand. That had to do with addressing "game sharing" and limiting to 2 consoles instead of 5 so people wouldn't try to "share" games to multiple friends. This guy isn't talking about 5 consoles, just transferring from one to another.
As to the other part, you are wrong. The online pass is tied to your account. Like someone else said you should even be able to re-download it if necessary - without paying. He *MIGHT* have to de-activate his old PS3 through customer service if this was his 3rd or 4th PS3, but if this is just his 2nd console he shouldn't even have to do that. (it's still probably a good idea to de-activate the dead console though, just so he doesn't have to worry about it later).
I am just showing him how psn works now a days in the 1st part.
in the 2nd part if I am mistaken let him go and re download it again if he can't then he contact the customer support.
finally u might be right about deactivating the console before u download the same thing in a 2nd console.
