The sound of BD is much better, and of course youll see less artifacts, there is also a chance the PS3 scales the video down as well which would provide a minimal quality increase as well.I have an SD TV and I want to know if I can see any difference between the DVD and the Blue-Ray disc

Blu-Ray has the same DD5.1 audio that DVD's offer. What Blu-Ray DOES have are other audio tracks that are uncompressed and can be played with the proper receiver.

cmon think about it. if blurays looked good on sdtv's than why get a hdtv? ofcourse it wont look any different from a dvd, because sdtvs dont have the resolution.
