Buying used PS4 can I play games downloaded on the console?

Im buying a used PS4 and Advanced Warfare and Watch Dogs is downloaded onto the guys account, will I be able to play it from my own account or do I have to use his?

He also said I need playstation plus to access the advanced warfare multiplayer? is that true? thanks!

As long as you keep his account on the system you can play the games he purchased off-line, but if you want to play online, you will have to purchase plus with a separate account.
