Thanks for all the tips I don't know why I didn't think of it, but I had the staff of lightning, but didn't think of using it, the reason being that I usually kill ghosts with my silver weapon, though it seemed to have little or no affect on it.
Pick up whatever it drops! You're going to need it/them for either a Daedric Shrine or vamparism sidequest (I forgot which one, I think it's the first).
And if you still can't beat it i would suggest you jsut duplicate a couple of your best jewelry or items and go sell a bunch of them and then buy the Apotheosis staff, it rocks its does 33 fire, frost, and shock damage with just one hit.
