Can I use a 3G Vita as a hotspot?

Good day, Gamespot.

I have a 3G Vita that I have not activated data service on, yet. Strange story behind this but I am essentially taking on an apartment lease from a friend of mine because her ex-boyfriend has been stalking her. I don't want to sign up for internet service to the place because I will really only be there for a few months.

However, I don't want to be without internet, and my cell phone has a plan through my firm, so I can't just add a big ass data plan to it and use tethering from my smart phone. I'd like to get a month-to-month plan from AT&T if at all possible and just use my Vita to tether devices. Is this a possibility? To be honest, I haven't turned it on in a few months so if it is a recent update I need, that would be cool too.

As far as I know there's no option on the Vita to broacast as a hot spot. It's not a phone.
