So can a PS3 read a japanese PS2 game?

No. Only PS3 Games are region free.

Only PS3 games are region free..

EVERYTHING else has regional lockout as normal.

Some Blu Ray films are also region free. Said so in a magazine (PSM 3) I brought today.

Just by Swap Magic+Slide tool  for your PS2, assuming you have the original bulky PS2. It is actually very very easy to use.
