So after the light are off there is still sound coming from the system? How long do you hear fans running for? I just put my ear to my PS3 that's shut down and it's silent. That's weird my friend. If there's still sound after it's turned 'off' then yes it seems that your PS3 isn't actually shutting down. Be sure the lights go off (with exception to the stand-by light of course) and see if the signal disappears too.

When you cut power to anything, it doesn't stop immediately, it still runs for a few seconds, its like driving a car, and letting go of the accelerator, the momentum keeps it going.

It's the system pushing out the remaining air from inside the console. Computers do the same thing when you shut them off.

Well, that situation is a little different. Normally, the fans stay on for 2-4 seconds after the PS3 is shut off. I would suggest using a vacuum to suck out the dust in the vents to make sure that all of the dust is out of the console. Use a rag to dust the outside of the console to make sure there is no random dust trying to find it's way into your system. Also make sure your system is in a well ventilated area. Speaking of which, is your system in a closed section of the entertainment stand or is it sitting on the floor? Some times if the system is in a basement, the damp conditions could actually make it's way into the console and having a damp, mold infested system only leads to costly repairs if not still in warranty. As long as your system is still working, continue to do the above suggestions and if it gets any worse, I would suggest sending it in for repairs.
