I wouldn't advice it. I mean, In terms of game-play, yes, anyone can play MGS4 without previous experience but in terms of the story, you'll definitely need to know all the details from all the previous installments to know what's going on in MGS4.

Play the three Solid titles. You'll miss some of the story from the two original MSX games, but MGS1 pretty much brings you up to speed.
Metal Gear Solid 1 - PS1
Metal Gear Solid 2: Sons of Liberty - PS2
Metal Gear Solid 3: Snake Eater - PS2
theres substance and subsistence versions for mgs2 and 3, but you dont need to get those, if you want you can but the original's are fine
then read up on Metal Gear, and Metal Gear 2, along with Metal Gear Solid Portable Ops, i'd play the playstation games first before reading up on the others
If you do decide to play the other MGS games make sure you play them in this order.
MGS on PS, or Twin Snakes on GameCube (twin snakes is the remake with better graphics, but lost atmosphere of the original)
MGS2 Sons of Liberty, or Substance. Substance has a few extras , but the main game is still the same.
MGS3 Snake Eater, or subsistance. I cant stess enough that you would have to get the Subsistence version for all the extras but mainly the new rotating 3rd person camera.
A lot of people give the bad advice of playing 3 first.And if you dont play these games it wont stop MGS4 from being amazing to you.
^ Yes in MGS and MGS2 you infiltrate indoor areas for the most part and inMGS3 its all jungle survival with a few indoor areas. They all give you a little freedom on how you choose to do things. Especially 3.

There's nothing physically barring you from playing MGS4, unless you lack a PS3 and atelevision with, at least, some AV jacks,without having played the previous titles, but it's not something I'd recommend, what with the whole convoluted back story and all.
