No, if you're internet isn't connected to the PS3 then you cannot access online play or any downloadable content.

The content isn't just going to magically appear from nowhere, you need the internet to download stuff.

I can't remember, but doesn't the only thing skate share allows you to do is share your created stuff online or download others stuff. If I'm right then I still don't see why you would want to get it because yu can't do any of the features.

Anyway to answer your question, you need an internet connection to download it.
