If I were Sony (which I'm not), I'd definitely sell a super cheap emulator on UMD and have a iTunes-like service for downloading PS1 games that they could get the licensing for and that would work with the PSP control setup. But no such luck.
What u want is an emulator of the PS1, wich would be able to run roms on. This has not happened yet, it is being worked on, or has been worked on but it does not work well at all. You cannot play any games with it.
I believe that in a few years it will exsist but other then that no, u cannot play PS1 roms on ur PSP.
