i have been trying to figure it out and i come up with nothing

i cant even get a damn userbar cuz everytime i try a site nothing is there or nothing comes up

I use photoshop 7, and all you really need to get is some photoshop brushes for effects in the background, some images, fonts and mess around with the layouts, etc. There is a more up to date photoshop ( cs2 i think ) but i cant afford to buy that so i just use 7 :D
