Yes, its just this weekend (starting today). And the reason is to say sorry for last weeks mess up (taking points away from people). Luckly I went camping last weekend and didnt get a chance to play.

it started on friday and ends on sunday (presumaby midnight)

there is no stated reason but i assume it is to allow newbies to catch up

because it will benefit them more because it is easier to level up when low level
