I shoot people dead on and they dont die, then they pop around the corner again and kill me instantly

Is this a lag issue with the game?

It happens worse when someones running and I empty a full clip just to gun them down...

I understand it happens to me to i empty the clip on him and he won't die damn it really pisses me off

Before the game starts when you are selecting your class..
hit back so the screen is blank and you are spectating..
Press select and check your connection..if there is a red dot
next to your name you will have lag/bad connection.
