The Japanese PS3 is NTSC, Region A for Blu-ray (same as North America), it had (not sure if it still has) the EE (PS2 Emotion Engine RISC processor).

The UK PS3 is PAL, Region B for Blu-ray, it does not have the EE.

Both consoles are region free for PS3 gaming.  Most good PAL HDTVs TVs support NTSC and both 50 Hz and 60 Hz HDTV.
