I am new to the PS3 i was on my third 360 and decided i was done with them. If I download stuff on PSN and the system breaks is there a way to recover your downloads?

Anything you download can be found again in the Download List ion the store itself along with the transaction history of account management. If you did have to replace your PS3 you would have no problems with getting the DLC re-downloaded (although I would try to get the first PS3 "de-activated" first so that it doesn't count toward your total number of PS3s, they have a limit of 3 active systems now).
