Yes, they work. I don't know when they're coming out.

I use visa gift cards all the time. register them with the card company first on the website. It should tell you how on the back of the card.

Does it have to be like all capitals or something and does it have to match the ps3 account info letter for letter?

Uh I didn't have to.

I bought a Visa Prepaid Card (MyTreat) and all I had to do was punch in the information onto my PS3. For the card holder name I just put some crap to fill the space. Sony will then ping $1 from your card but you'll be able to add the rest later.

it does work but will take some fiddling around to get the info right, and also beware that you get locked out if wrong details are entered 3-10 times for 24 hours. card number expiry date and security number are straight forward but its the name and address which stuffs people up. i think the card has a website, so go onto it and log in with the card, and somewhere on your account it tells you cardholder name and address, you have to copy it exactly as is (case sensitive, and also abbreviation sensitive) probably best to try details on an alt account, until you get it right, then just dont add any funds, go back to main and input the same details

It should work just like a credit card or debit card. I have used a debit card without a single problem just purchaseing a single game by just adding the funds for the single game when ordering it from the PSN store.
