Must likely yes, if you read around the net there are allot of rumors saying shadow of the colloseus 2 will be at E3. But nothing is confirmed. But if sony did really did show a trailer of the same quality of that awsome picture that was just leaked now the net, then they could deffantly steal the show.
Eh, Microsoft got Small Arms as a downloadable game last year... wasn't great, but it was similar to SSB. I think there's a market for games like this, it's just a matter of whether or not Sony seeks to fill it.
The thing is, though, that most of SSB's appeal comes from its cast of time-honored characters... it's a nostalgia-fest that's sortof like Nintendo's gift to long-time fans... or at least an advertisement for their many first-party IPs. Even if Sony WERE to get a game like SSB, I don't think it would better it from an overall standpoint, even if it looked nicer and the online, y'know, actually worked.

FFXIII was not on the list of games that Square Enix will be showing at E3. and to answer the question, i very highly doubt that Sony will make an SSB style game for PS3, although it would be awesome if they did.
