fallout 3 and game of the year edition

why is it that the regular fallout 3 doesnt have the freezing, and bad lag problems that the game of the year edition has

The original game is more stable but does occasionally lock up or lag..

The add-on content make the game so unstable in places its almost unusable. I give the GOY edition of the game a much lower rating for this reason.

Shame that such a good game is ruined by preventable bugs like these.
