Fallout 3 Firelance help

So, I'm like level 28 in Fallout 3, and just recently I heard about the Firelance, and how it's a random weapon. And I thought well I'm boned... There's no way I could go through 28 levels and not have passed it up because of lack of knowledge of it. But now I heard it can happen again if you miss it, can anyone confirm this? I'd really like to have it.

If you never encountered the random alien ship crash while wandering the wastelands, then you can still get it. Just wander around aimlessly and it'll happen eventually.

There will be 24 power cells (alien weapon ammo) lying around and the Firelance. If you can't find it, just use Dogmeat to get it for you.

The site is random and I'm not sure if certain things have to be done.

But I do know "things acted weird" before it. Like enemies you don't normally find in the area are now suddenly in a group. Then of coarse, you hear the explosion (or see it) and you'll see little blue glowing things on the ground. When you do, keep looking until you find the Firelance on the ground.

This has happened to me three times. My first time, I actually saw the fireball come across the sky towards me. This is the only time I've actually seen it.

The second time, there were rad scorpions every where in the middle of no man's land and I was at the very end of the map where there is no life at all.

The third time I was right outside of Megaton and a pack of wild dogs were there ready to attack me.

i've played FO3 from start to finish (and to level cap) 3 or 4 times and i've never found the alien ship.....not once is over 180 hours of gameplay. good F'in luck
