Fallout: New Vegas Mods?

I know everyone says you can't mod Fallout games with the G.E.C.K on PS3, but I recently found this video on YouTube where this guy modded his house with the G.E.C.K. He was using an Xbox, and some people have told me that you can mod of Xbox, but I was just wondering if you could do this on PS3 somehow?

He was playing on PC, he was just using a 360 controller.

Rule of thumb, unless the devs actually allow it (rare case with Unreal 3), there is no such thing as user made mods on a console game. End of story.

That is true for the most part, however there are some exceptions. I know a number of people on Borderlands with modded weapons and shields, for example, but I doubt that's what TC is talking about.
