Far Cry 4 file size?

I finally got my redemption code to work and choose FC4 as my free game. however psn says its 23.4gb but the download file is only 3.94gb, is that right?

seems like a big difference to me, just curious

The back of the game case says 25gb minimum hdd space needed.
