MY TV says it has 'HDMI' will i get the best picture for my PS3 that im getting this x-mas

and if it does is there a wire that i can get besides the 1 game spot has for 59.99

Not necessarily. Although HDMI is best standard right now not all tvs are same quality. Do you have 1080p resolution? That would be best (although most games run at 720p). Do you have LCD, Plasma, or other? Personally I prefer LCD but Plasma also very good. As far as HDMI cable is concerned, I bought the ****** hdmi cable for 39.99. Just make sure you purchase a cable that is the correct length for you. Happy gaming!
