If it's a US console then the answer is yes. Japan and US have the same region codes for Blu-ray.

japanese and US blu-ray discs are on the same region code. so yes.

a japanese blu-ray disc should work just fine on your ps3.

sure but whos downloading it? a 720p movie rip is about 6GBs. 1080p is about 10GB. Know from experience.
