Well they are such different games ....

I own both .Final Fantasy Tactics is a complete masterpiece with a great storyline and a depth of gameplay we dont see too often these days .Yes its a PSone port and the slighty improved graphics cant hide that but the art direction is so masterful that it doesnt matter .Its a timeless classic .And highly replayable .

Pursuit Force Extreme Justice is a very improved version of the original game .Its fast and furious ,very frantic and has some of the best graphics you will see in a handheld for the years to come .The gameplay has been also tweaked and the difficulty adjusted after the nightmare that was the first game .I would recommend it too ,specially if you like arcade games .

Between the two its difficult ,it depends on your tastes as a gamer .I would go maybe with FFT as it is such a gem ...this is one game you will play again some years down the road and the PSP is its best incarnation yet .It highly suits an hanhedl .

Completely different games here.

From a technical standpoint, Pursuit Force is superior, but from a pure gameplay standpoint, you don't get much better than Tactics.

PF is also ten bucks cheaper, if that matters.

I like Tactics better, but you can't go wrong with PF

It depends on your choice; Do you like Driving games or do you like RPG's?
