Final Fantasy XIII Treasure Hunter Question

In order to get this do you have to upgrade all wepons to tier 3 or just 1 per character since each character only has 1 tier 3 weapon, but its stats depend on what you upgrade it from?

Just one weapon per character to tier 3 (or their ultimate form). Every other weapon must be upgraded to tier 2. And yeah, the fact that the tier 3 weapon can have a number of different stats depending on what tier 2 weapon you upgrade it from is irrelevant to this trophy. arsenal1111
