One of my friends had a orange timer looking thing instead of a blue ball. What's this mean? Is it suspension?

It means that they are unavailable at the moment. in the XMB under friends go to your id and press triangle. click x on status and you can change between online or not available.

When you set your status to unavailable, a orange timer appears.
