You can eject the disc and not play the game, I suppose - that's about the only option you have with the mandatory installs. Older games that have optional installs on the main menu are the only ones you can elect to ignore. Installs on the 360 were introduced to help reduce wear and tear on the drive, reduce noise, and (in most cases) speed up load times. On the PS3 the installs are often required because of the comparatively slow read speed of the blu-ray drive. So the most essential game data ends up on the hard drive, which is usually a good gigabyte or two depending on the game.
PS3 is different with a bluray drive the processors need to read part of the game from the HDD at the same time they're reading part from the disc. Otherwise the game would be a nightmare to play.

It's because most games are developed for the Xbox 360 (Windows platform) first and then ported to PS3; developers are just too lazy to spend enough time to make the game possible to play only using the disc. Look at the games like FF13, God of War, Infamous, Uncharted etc. These games have an install only around 20mb because they were developed for the PS3 from the very start.
