Rockstar are going for a big step up from GTA:SA yes.
The story will be MUCH more involving
Attention to detail is MUCH higher
The gameplay improvements seen like it will be better all round compared to previous GTA's

It will be a big leap from S.A. but not in landmass, GTAIV is actually smaller than it's predecessor but has a lot more attention to detail although people will miss the planes. Its going from ps2 to ps3 for gods sake u think there arent gonna be sum drastic changes and with blu-ray even more space for even more things....
there was also a thread put up recently saying that it takes game testers 56 hours to finish gta4 single player bout 2 days ago or soo... ill find it.

better visuals and other minor improvments doesn't make a big leap IMO as long as the core gameplay stays almost the same.

it is definitely a step up but we are talking about a big leap and that's something else by definiton.
