Good question, this is one I haven't seen asked before, and I would be curious to know as well.
Hopefully, if they do have offline MP, it's better than San Andreas in the manner that you could only go as far as the border of the screen before being limited to go any further.
apparently you can play offline multiplayer, im not entirely sure, i sure hope you can though. another question here, can you play online with two people on the same console? i think you might be able to on the 360, but not sure
