GTAIV Region Free?

I have somebody coming to visit me next week, she is from america (I knew her when I lived there, not some online dating!!) haha

anyway, I am in Europe and all gta's are sold out. I can get one in a couple of weeks, but basically its almost twice as expensive here (because everything is more expensive here, since wages are higher) but if I can save some money by having her bring it, then I could buy two games, or go to dinner.. or something..

basically, can a North American GTAIV play in a European PS3?
