The game in most likelyhood will be rendered in 720p then upscaled to higher resolution like most games that "support" 1080p. Very few games are actually rendered at 1920 x 1080p as it's very intensive on the graphics processor and memory. The "next gen" consoles were terribly equiped to do full HD with only 8 ROPs (render output processors) on their graphics hardware. More surprising is how the PS3's RSX GPU didn't have 16 ROPs like the G71 core the RSX is based off of which was also used in the GeForce 7800 graphics cards. Bad decision who ever made it. TacticalElefantConsoles are always gimped to keep prices down. If they were optimal prices would be through the roof like gaming rigs. :(
