Although not recommended, it is safe to turn off the power at the base of the console or even at the outlet while the console is on, (green light).
Also on the issue at hand, power outages are pretty fine for the device, as most of the time thats exactly what it is. A power *outage* meaning its exactly the same as turning off the console from the base or from the wall.
Power *surges* are what you need to be mindful of. Although anyone with a brain knows to use a surge protector on their expensive electronics. You do have a surge protector don't you?
Shut it off with the controller by holding the PS button and select "Turn System Off" or press and hold down the power button on the console. Then, once the little light goes red you can just leave it alone or turn the main power switch in the back off, which makes the little red light go off - either way should not damage the PS3.
Now, whoever made the comment above to gently unplugg while it is saving a game is either trying to make people crash their PS3's on purpose, as the PS3 clearly tells you NOT to do this on every game you play, or is smoking so much crack they can no longer tell the difference between their face and their a$$.
doolies I agreed with you before but now I must disagree...only with your assessment of power surges. The brick that comes with most high end electronics is hidden inside the massive frame of the ps3. One of the power brick's purposes are to recognize spikes in voltage and close the circuit. While a surge protector fits the better safe than sorry approach, not having one won't affect your PS3.Although not recommended, it is safe to turn off the power at the base of the console or even at the outlet while the console is on, (green light).

Leaving your PS3 on is fine, it won't overheat unless you try to make it overheat, ie, stick it in an oven. It won't break. It will not fly away or magical burn your fingers off. Nor will custard fall from the sky. No chaos will happen.
