Through floors too? How old is the wireless router? I used to have the same issue when I was upstairs on the other side of the house from the router. Do you have a laptop or any other devices in the same area that DO get signal?
Have you tried unplugging the router, waiting a few seconds, and plugging it back in? Try doing the same with the cable modem.
If it's timing out during the "Exchanging Key Information" part, then you probably accidently made a mistake when inputting your key for your router.
If it's timing out during the "Obtaining IP Address" part, then it's possible that your firewall is blocking your PS3 altogether.

What he said plus two more things:
1 - If you're on a network with computers that are downloading/updloading (DirectDownloads/Torrents/WindowsUpdates etc) then you'll have issues
2 - Even with 100% signal strength, you'll never have the accuracy or speed that a direct connection via network cable will have
