I think the PSP 3000 is the better choice between Go and 3000 because of UMDs. Besides, the 3000 really isn't that large so I don't see a need for a smaller one.
Don't know about 360 or PS3. Might want to ask System Wars.
Most people will recommend the 3000 due to the UMD support for certian games, as well as a lower price tag. The Go is more expensive, but for that price you get 16GB of memory as well as bluetooth(for ps3 controllers or 3G tethering). It's your call, but you should probably post in the official PSP recommendation thread next time you want to know which PSP to get.
As for your second question, that's a tricky call to make without looking biased or breaking forum rules. To me, the PS3 can play games great, but it can also do other things like media playback and Blu-Ray reading, as well as free online. The XBox 360 does games great, and has a powerful online system that you have to pay for, but its media playback functions are very limited. I'd personally vouch for the PS3 by a large margin, but some will disagree, and it's important to keep the lower price of the XBox in mind.
Buy the psp 3000 because the go doesn't have a umd drive. You can buy used games for the psp for low prices or you can choose to download them on psn. You should get a ps3 because you can connect it with the psp. Both consoles have good games so in the end it is your choice.

Games are a waste of time and money, entertainment is a waste of time, we accomplish little to nothing by playing game, we play them to have fun, and I think the PSP is a whole lot of fun. I'm sure most people on the PSP board will agree with you, and besides, you can't play your PC or PS3 in the car or on the bus, or pretty much anywhere for that matter.
