I'm a big fan of picking up games after the used price for them has just about hit the bottom. This usually occurs because the game either never really caught on or a newer version is out (especially so with sports franchises). So lets start a list of full games (as in disc based) that you can pick up for a song and lets keep it under 20 dollars.
Isn't Battlefield: Bad Company like 20$? If so, than you can't do better in the FPS department (in my opinion). And if I'm not mistaken, Red Faction Guerrilla is also dirt cheap and is another GREAT game (again, in my opinion).

Fallout 3 GOTY is not 20 dollars, Tekken 6 not worth it in my opinion, SSFIV > SFIV.
My picks: Dead Space, Star Wars: The Force Unleashed, Valkyria Chronicles (if you can find it), Armored Core For Answer, Bioshock, Price of Persia, Darksiders, Metal Gear Solid 4.

I actually wasn't afraid of clowns until I saw that one. Thanks. hahahahaha! welcome to my hell And I didn't hate clowns until I saw the movie that clown is from... Killer Clowns from Outer Space. Terrible movie, incredibly campy... but not so when you're watching as an 8 year old kid...
Not a fan of the game myself but I hear Fallout 3 is really cheap and has great value. Super Street Fighter IV, Metal Gear Solid 4, GTA IV are pretty cheap and have great replay value
