How do you upgrade your skills in MGO?

For the record I have a star next to Assualt Rifle and Runner. Doesn't the star indictae that I can upgrade my skill yet or do I have toi wait a bit longer than that?

Both my Runner and Assualt Rifle are LV. 2 on the progress bar.

yes and you upgrade by using them so if I pick skill running and quaterback, I would build them by running and throwing gernades, it explains all this online when you pick your skills
