How to stop brother from downloading from PS Store?

He keeps on downloading demo's, which highers my internet usage % which highers the price on my dads bill if exceeds the limit. how do i block him from downloading from the psn store? i went to security settings but it only has parent rating thing. i want him to keep his online but just no downloads. any solutions or am i left with slapping him up side his head?

Tell him he won't use the PS3 if he doesn't comply!!

I think you can make a sub account for him and limit what he can/can not download. I've neevr tried to so I'm not sure. After you make his account, go to "Manage Sub Accounts" on your master account
