Yes you can enchant weapons/appearl in the mages guild and yes that would mean you getting into the mages guild first :P.

You need to complete all 7(?) mage guild quests in order to get into the main hq in the imperial city and as for the strongest armour id say Dadreic but honestly I prefer light armours like Elven or Glass. As for weapon it's really a matter of opinion and I have not played the game in a while but their is this one blade you get in the shimmering isle dlc which is pretty sweet 8).

*edited* Btw that blade in the shimmering isle dlc is obtained by doing the main quest so do not sweat to roughly about it. Also heres a tip, since even quest items level up with you I suggest not really doing to many side quests until you hit level 15 or so.

Daedric is the strongest armor/weapon.

You need to get into the Arcane University to enchant stuff. You need to get recommendations from every Mages Guild to get in.

Edit - Are you talking about what weapon type is the strongest? Because Battle Axes do the most damage but they are the slowest to swing, while daggers do the least amount of damage but they are the fastest to swing...
