i sent my psp back to sony how long will it take to get it back and will i get a downgradable firmware back if they exchange it

They may put the latest firmware onto it, meaning you won't be able to downgrade. At least not in the near future.

Its pretty standard for them to install the newest firmware onto it. and if they're quick your PSP really shouldn't be away more than 2 to 3 weeks as a very topmost estimate.
