I have a PSN question

Alright. I have had a psp for a while now but only recently have I decided to use the PSN store. I am planning on buying a PSN card to use. Now, when downloading a game, do the transactions happen after the download is complete or before i download. I ask this lest I download a game, somehow disconnect from the internet, and lose some of my PSN balance.

You can download things unlimited times but you can only have it on one PSP and one PS3 at a time
