Have you unlocked Akuma yet? I believe unlocking him is a prerequisite to unlocking Gouken, even though you can fight Gouken before that.
oh ok, guess i better beat the game with akuma........ dangit! You also have to beat the game as Akuma before you unlock GoukenFlemmingM
