Well it has it, the 2% of the time you actually use it.
Split screen is fantastic - yes, they do need to get rid of the bars, but other then that I have no complaints other than wishing that you could assign other names to splitscreen co-op players.
In reference to the black-bars in splitscreen: pretty much any splitscreen game on a widescreen TV will have black bars on the sides. It's a problem with the perspective of the player, rather than a limitation of the system. Halo 3 and Ratchet: Deadlocked had the same issue.
When playing splitscreen, the screen is almost 4 times as wide as it is tall. If it filled up the whole screen, you'd have to give up some vertical perspective for it to fit correctly. I'd much rather have black bars on the sides than be stuck with the vertical split like Resistance 1 or R6:Vegas.
