Sony is not going to make a broad-stroke change to their online policy. They have a distinct advantage over competitors largely because of this policy, so they're not going to change anything as it stands. They will continue to expand their Plus Program (as they have done since it's inception, with a lot more offered and motivational give-aways), and that's the "pay" part of Sony, but they have committed again and again in press conferences, etc. that there will be no fundamental changes to what the PS3 offers it's consumers.
Further, Sony is a multi-national corporation, and your suspicions of Sony having trouble in Japan are probably correct - The entire Nation of Japan (and subsequently the world) is riding on a very dangerous line right now in the wake of the horrors they've recently endured, but that isn't causing Sony to alter it's corporate approach world-wide in reaction.
Every time there's a new user agreement, people start waving warning flags and declaring infractions to their liberties as gamers and consumers, but here's the truth:
If you haven't done anything wrong, you have nothing to fear, and nothing to lose by signing any agreement Sony sends you pertaining to the use of it's electronics.
Now, please don't take the above statement overboard. I can hear the paranoiac reactions right now - "You're the target for such insideous legal traps, people like you who sign things blindly!"
No, I'm just a gamer who bought a game system from a recognized retailer, I pay legit sources for legit peripherals and software for that system, and to the relationship that I have with Sony, I believe that they are only interested in continuing said above-board everything-in-the-light relationship, and continue to regularly fleece me on my addiction to PSOne, PS2, and PS3 games, and the occasional movie rental when my NetFlix disc gets lost in the mail, ultimately recieving more attention and money from me than my family gets on any given day.
They're not the evil Empire... They're not Apple, inc. (who actually DO want to enslave you; But that's a tale for another day).
So go ahead, and sign it... And I'll see you this afternoon on "Gran Turismo 5"... or perhaps a little "F.E.A.R.2" online, I haven't played that gem in a few weeks...
... If you're just a gamer, you have nothing to fear.
