Is an HDTV required to play PAL PS3 Games on an NTSC PS3?

not so...even if i do have HDTVs I can use a HD-ready tv to play the consoles myself

Don't think it's required. I do know that the ps3 is region free so any game from any country should work on it.

My experiences go the other way round but I think they still apply: PS3 games from any region work on any console even on a standar definition TV. Problems might come up if you try playing PS1 games from another region on an old TV - for me that resulted in colorless image output, but playable.

I rememebr that a few 1st gen PS3 PAL games require a HDTV to play, but I think that all PS3 games support 480i now. PAL PSone games will not work on a NTSC PS3, so you will probably have to purchase a NTSC version. Not really Sure about PS2 games though.
