In most JRPGs, you can do a lot of things aside from battles/killing enemies like walking around towns, talking to people, travelling, etc.
But in Valkyria Chronicles, is it true that the game is just battle-cutscene-battle-cutscene.......?

It still An RPG because it has RPG like elements like strategizing attacks and leveling up. Nowadays adventure games and almost every other genre have leveling up. It's not really that the term RPG is used loosely, it's the fact that so many games borrow elements from RPG's like fallout and mass effect. Valkyria Chronicles is pretty much a Fire Emblem or Advance Wars for PS3. Those types of games are know as a certain type of RPG's. Just like in today's world there are adventure games and platformers. Back in the old days, platformers were considered adventure games. Back when RPG's were in their prime was when these names and types were created. gamenerd15

Yea but Fallout and mass effect are actual RPGs because yo actually take on the Role of a character that you customize completely and decide where they go and what they say... Hence the term ROLE Playing Game.
