Yes it is and so far the only PS3 that didn't come with wifi was the 20 gig version that was discontinued almost as soon as it was released. So no need to by an add-on to connect to your local network for online gameing or anything else you want to do online.
yes, its free. it should be too, because you payed for the game, and your paying for the internet. the xbox is just stupid for making you pay for just signing up..
