I am not exactly positive whether or not it's region locked but I did play a Japanese made level, and I did meet a Japanese player a couple of hours ago when I was playing.
Well, the messages in the game regarding levels seem to be from players all over the world. I wouldn't be sure if it is connecting to a worldwide server though.
