yes sir, thats what i did and I love it. one guy i know took his copy back to gamestop because he said its like the first one but i think the upgrades are worth the purchase.
Yes, you won't miss anything in the first one. Although the first one is definately worth buying. It's worth $20 for just a play-through, which is all I really did. The online is pretty fun too, although I didn't play it much.
