In the import version I have there is night racing however there aren't any headlights... :( I hope there are headlights in the US/PAL version of the game to make use of the PS3's ability to do shading.
As you beat races you go through different levels and as the levels progress as does the time of day. Level 1 is afternoon, later in the Level 2s it's like dusk and some Level 3 races are at night even some with fog. I haven't really played much past Level 3 so I don't even know what else there is.
I THINK IT'S REALLY NEAT IF THEY HAVE NIGHT RACING IN THE GAME. THIS WILL JUST ADD TO HOW GREAT THE GAME ALREADY IS. I HAVE PLAYED THE DEMO AND I REALLY LIKE IT. THE ONLY THING I MIGHT CHANGE IS THE FIRE THAT SHOWS UP DURING A CRASH. THE FIRE LOOKS A LITTLE CHEAP FOR THE WAY IT COULD BE. I ALSO MIGHT CHANGE HOW THE PLANTS ON THE GROUND ARE VERY CHEAP LOOKING AS WELL. THEY HAVE THAT AFFECT WHERE THEY MOVE WITH THE CAMERA INSTEAD OF STANDING STILL LIKE A REAL PLANT. I GUESS YOU CAN'T HAVE A PERFECT GAME ANYWAY. I JUST WOULD LIKE TO SEE THOSE IMPROVEMENTS.

There is a button called CAPS LOCK, I advise pressing it to turn it off. Headlights are for wussies, race by the moon light :).

I am VERY excited to see how they did the moonlight. If its anything like the moonlight in WoW (if you own the game, go to Thousand Needles at night time, turn on full bloom, and full graphics, and look at the ground) then I will be awed. Plus, just the scenery alone ... it is a beautiful game.
