If you haven't put anything on the PSP yet, just format the memory stick with the PSP. This wipes all the data AND creates the all the folders that you need. It's a bit of a hodge podge. There's a /PSP/xxxxx folders where you can put music and pictures in but that is no longer needed if you have firmware 3.0+. There are now /MUSIC and /PICTURE folders on the root.
The same goes for movies. Originally you need to put movies in /MP_ROOT/100ANV01 for AVC mp4 or /MP_ROOT/100MNV01 for SP mp4. If you encode movies with an encoder that understands the latest firmware (PSP Video 9 ver 2.x) you can put the resulting movie in /VIDEO.

You should be able to get the latest framework from microsoft.
